Fetches one adapter with its full rules, its usageCount, and its rowVersion. Send rowVersion back on PATCH to be told if someone else changed the adapter in the meantime.

Rate limit or quota exceeded; Retry-After says how long to wait. too_many_failed_authentications: too many bad keys from this address.
