Rebuild the tree from parentCategoryId, which is null for a top-level category.
value is the display label, as { "default": …, "locales": { … } }. isSelectable says whether the category can be used to classify content or chosen in a category field; a non-selectable one is a heading for its children. Send rowVersion back when updating the category to detect a concurrent change.
